Romans 10:1 This is a simple verse but it shows us a very important discipline of praying for God to save the lost.
Romans 10:2-3 The Israelites had a works based salvation because they didn’t have the knowledge that righteousness comes from God. Namely, God sent His Son to be our righteousness in our stead.
Romans 10:4 Christ is the completion of the law the Israelites were trying to do. But their trying to do was just the problem. They needed to be believing and thanking God for already doing it.

Romans 10:5 There is the righteousness that is by the law and righteousness that is by faith. Someone trying to obtain righteousness by the law will do everything written in the law.
Romans 10:6-7 Righteousness by faith if all about Christ. Christ is God and saying He ascended into heaven or descended into the deep, would mean Christ is just another human prophet who went to heaven to get the new law from God. These beliefs are insulting towards Christ.
Romans 10:8-9 The righteousness that comes by faith is so close to everyone that it is obtainable by anyone. It is just a matter of confessing in with your mouth and believing in your heart. Here is the simplicity of the Gospel. Believing and confessing are acts of faith.

Romans 10:10 The Bible Knowledge Commentary makes a good point that these two actions, confessing with the mouth and believing in the heart, are not two separate chronological events, but one and the same. Confessing that Jesus is Lord is an action that naturally flows from the belief in your heart.
Romans 10:11 The above is supported because Paul says that anyone who trusts will not be put to shame. This is a comforting verse to hold on to because it puts everything into perspective. I think it is still possible to be put to shame in a here and now sense, but Before God, the only One who matters, He has given us the highest honor, to join His family, and though earthlings might shame us, we really have a secure position when put into an eternal perspective.
Romans 10:12-13 Here is another good promise to hold onto, that God is not a God who holds one people higher than another. The adopted children hold the same honor and receive the same rich blessings as the natural children. This rich blessing is salvation. Thinking of it as a temporal treasure would be to insult the gift and the Giver terribly.

Romans 10:14-15 This is a missionary favorite. The peoples of the earth need to be told about the good news for them to receive the rich blessings from the Lord. There are a few examples in history where God saved some without a messenger – Paul for example, but even Paul already knew the message – most of the time God speaks to peoples through His messengers. He says, one must be sent, he must preach, they must hear, they must believe and they must call.

Romans 10:16 If all the Israelites accepted the Gospel back then, Christianity would be totally different. Their culture and customs would be part of Christianity and becoming a Christian would be becoming an Israelite.
Romans 10:17 The word of Christ is irreplaceable. It must come before faith.

c. 18 Israel has no excuse because the heavens declare God’s majesty and they had the Old Testament.

Romans 10:19-20 It was God’s plan all along to turn to the gentiles. Even as far back as Moses, God hinted at the plan. It is really great that even though we weren’t seeking the Lord, He sought us out and revealed Himself to us.
Romans 10:21 Israel had the patriarchs, the law and the hand of God held out to them, yet they were disobedient and pigheaded.
